Why is it we hear lots of people complaining about there not being enough car parking facilities in city centres?

The reason I ask is because in most city centres across the UK there are more than enough car parks around the city. The reason people complain about the lack of them is because there are some car parks they would only ever use as a last resort.

But why, is this:

The location of the car park? 

Probably not as most are within a few mins walk from the centre.

The cost? 

Don't think so as in the city most are around the same rate.

The safety of their car?

Probably.

The fact of the matter is this. If somewhere looks rough, and doesn't get busy when their competitors are, people will have their doubts as to whether to use the facility or not. The car park may be secure and have on site attendants, but to a new user, whose first impression is a dirty, litter strewn smelly site, I don't think it would be somewhere most people would choose to leave their car do you?
